Project Procurement Officer (Tenders Dredging & Infra)

THE POSITION

As a Project Procurement Officer for the Business Unit Dredging & Infra focusing on tender procurement, you play a key role in the success of our tenders across all four product lines: Infra Marine, Infra Land, Capital Dredging and Maintenance.

This position focuses primarily on complex Infra Land tenders in the Netherlands and internationally. From dike reinforcement programmes and quay wall renovations to large scale area developments, you develop and implement sourcing and procurement strategies that support commercial, technical and contractual tender objectives. You review tender documentation, define procurement packages and translate project requirements into a clear procurement approach that balances value, risk and delivery certainty. Working closely with Category Managers, Commercial Managers, Estimators and Tender Teams, you connect local and international supply markets with project needs. You act as the procurement representative within the tender team and ensure timely, high quality procurement input throughout the tender process.

YOUR IMPACT

You create value by bringing together commercial, technical and operational interests into one clear procurement strategy. In often complex and fast moving tender environments, you identify opportunities, manage risks and build strong supplier engagement strategies, even when information is limited. You work closely with suppliers and internal stakeholders to optimise costs, strengthen contractual compliance and support informed decision making throughout the tender phase. By combining market knowledge with a structured approach, you help teams develop competitive and reliable bids. Together with colleagues across the organisation, you contribute to stronger procurement performance and continuous improvement within Van Oord.

• Develop sourcing and procurement strategies for local and international tenders, aligned with project scope and commercial and contractual objectives

• Review tender documentation, define procurement packages and manage RFIs and RFQs with suppliers across local and international markets

• Source, prequalify and evaluate suppliers while identifying procurement opportunities, risks and synergies across tenders

• Collaborate with Category Managers across areas such as fuel, equipment, marine hire, logistics and rock, and lead selected procurement categories during the tender phase

• Influence internal stakeholders and suppliers on commercial and contractual positions while supporting cost optimisation, risk allocation and successful bid submissions

YOUR WORKPLACE

You are part of Van Oord's Procurement & Supply Chain department and work from our office in Rotterdam. Within a matrix organisation, you collaborate with project teams, Category Managers, Operational Purchasers and contract specialists across the business. 

ABOUT YOU

You combine analytical thinking with strong commercial awareness and enjoy working in a dynamic environment. You know how to balance stakeholder interests while remaining focused on tender timelines and objectives. You communicate confidently with colleagues, suppliers and leadership and are comfortable operating within a matrix organisation. Your structured approach enables you to maintain oversight while driving progress. To be successful in this role, you bring:

• A completed bachelor's or master's degree in a technical discipline, preferably Civil Engineering

• Strong commercial skills

• At least 5 years of experience in project procurement, subcontracting or strategic procurement within project based organisations

• Experience with procurement strategies, contract management, supplier negotiations and risk management

• Strong analytical and conceptual combined with a proactive mindset

• Excellent command of Dutch and English, both spoken and written
