Project Controls Manager

Contribute to projects that quite literally keep the Netherlands safe and future-proof. As a Project Controls Manager, you play a key role in complex infrastructure and water engineering projects. You ensure project teams remain in control at all times by providing the right management information, control measures, and insights needed to achieve successful outcomes. From flood defence reinforcement projects to climate adaptation initiatives, your expertise bridges the gap between planning and controlled project delivery.

THE POSITION

As a Project Controls Manager, you are responsible within the Integrated Project Management (IPM) team for managing and controlling scope, planning, risks, quality, information, and performance. You ensure that projects are not only delivered successfully but also remain demonstrably under control throughout the entire project lifecycle.

You will work on complex projects within programs such as the Dutch Flood Protection Programme (HWBP), the Water Framework Directive (WFD/KRW), the Programmatic Approach for Large Waters (PAGW), linear infrastructure projects, and large-scale earthworks.

These are projects that contribute directly to the safety, accessibility, and climate resilience of the Netherlands and neighbouring countries.

YOUR IMPACT

As a Project Controls Manager, you play a central role within the IPM (Integrated Project Management) team, bridging project strategy and execution. You work closely with the Project Manager, Technical Manager, Contract Manager, and Stakeholder Manager, ensuring the project continuously benefits from reliable management information and effective control mechanisms.

You ensure that:

  • Project objectives are translated into manageable and measurable processes;
  • Risks, opportunities, and dependencies are identified and addressed in a timely manner;
  • Decision-making is based on accurate, up-to-date, and reliable information;
  • Planning, progress, and quality are managed in an integrated way;
  • Both the client and the project organisation always have an up-to-date view of project status and performance;
  • Deviations are identified at an early stage and corrective actions are taken in a timely manner.

As such, you act as a key advisor to the Project Manager on all aspects of project controls, governance, and performance management.

Your working environment

You will be part of the Infra Land product line within the Tendering & Engineering Department, from where you will be assigned to tenders and projects across the Dredging & Infra Business Unit.

ABOUT YOU

You are an experienced project manager or project controls professional who thrives in complex environments and knows how to create structure, clarity, and alignment within project teams. You naturally connect people and disciplines, are politically and organisationally aware, decisive, results-driven, and an effective communicator.

In addition, you bring:

  • A Bachelor's or Master's degree, preferably in Civil Engineering, Industrial Engineering & Management, or a related field;
  • At least 8 years of experience working on complex infrastructure projects;
  • Experience within Integrated Project Management (IPM) organisations;
  • Experience with project controls in flood protection, hydraulic engineering, infrastructure, or civil engineering projects;
  • Knowledge of Systems Engineering, risk management, quality management, and planning & scheduling management;
  • Experience with Relatics, Primavera P6, Power BI, or similar project management and control systems;
  • Familiarity with UAV-GC contracts, alliance contracts, and two-phase contract models.

This combination of technical expertise, project control capabilities, and stakeholder management skills enables you to effectively support project teams and drive successful project outcomes in complex and dynamic environments.

WE OFFER

We offer you a position in which you will have an important contribution to our mission 'building a better world for future generations'. In addition, we offer you:

  • A salary that matches your responsibilities and experience;
  • Travel allowance (€0.31 per km) and home office allowance (€2,45 per day);
  • 32 leave days per year;
  • Variable bonus;

  • Collective health insurance (optional);
  • Flexible working from home policy, 2 days a week when working on a full-time basis;
  • Extensive learning and (personal) development possibilities, including a wide range of online courses via Goodhabitz;
  • You can join communities, like Young Van Oord, Van Oord Women and the Van Oord staff association;
  • We organise several (sport) events, e.g. winter sport, weekend of sailing, cycling and a motorcycle tour.
